HB 282 LGBT Caucus Priority – Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services.
Hearing Date: Tuesday, 03-16-21 3:00 PM
Deadline to submit: Monday, 03-15-21 3:00 PM (after this your testimony will be marked late)

SB 939
 – Establishes June 19 of each year as Juneteenth Day.
Hearing Date: Wednesday, 03-17-21 10:00 AM
Deadline to submit: Tuesday, 03-16-21 10:00 AM (after this your testimony will be marked late)

HB 1096 – Requires the department of health to convene a task force to recommend amendments to the Hawaii Revised Statutes to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights.
Note: The LGBT Caucus will be asking for an amendment to ensure that lesbian, gay and non-binary parents are included on task force.

Caucus Name Change Survey

With the 2020 elections behind us we are going to take back up the name change project for the LGBT Caucus. Like we have discussed at the meetings the purpose for the name change to be more inclusive of our very diverse community.

To help with this process we have created a survey for everyone that is interested in having a say in this process to fill out. Click here to fill out the survey.

The results will be shown again at the March 20th meeting with the goal of having a vote on the name change by the April 2021 meeting is not sooner.

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 163SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
