For Vice-Chair Positions

As was discussed at our meeting this past Saturday there are three (3) NEW Vice-chair positions for the Steering Committee of the LGBT Caucus and they will oversee their respective committees: 

  • Vice-Chair for Membership;
  • Vice-Chair for Communications; &
  • Vice-Chair for Fundraising

Here are the committees responsibilities:

Membership Committee:
The Membership Committee shall, on behalf of the (to be inserted) Caucus, shall be responsible for coordinating recruitment of new members and membership drives, developing and maintain on boarding procedures for new members, as well as coordinating membership enhancements and engagement opportunities. 

Communications Committee:
The Communications Committee shall, on behalf of the (to be inserted) Caucus, foster and develop a network of communications and outreach between and among Caucus members, members of the Democratic Party of Hawai‘i, local LGBTQIA+ organizations and supporters of justice and equality for Hawai‘i’s LGBTQIA+ community and of the object and purposes of the (to be inserted) Caucus. 

Fundraising Committee:
The Fundraising Committee shall, on behalf of the (to be inserted) Caucus, raise funds and obtain such other resources as may be necessary to support activities and programs of the (to be inserted) Caucus. 

The goal is to make these positions permanent as Directors on the Steering Committee through the proposed By-laws changes. For now they are temporary and they only will become permanent if the By-law changes are approved by the Caucus and the State Central Committee.

The 1st Vice Chair has offered her resignation as an officer of the Caucus to make space for a member from the transgender community to apply to become the 1st Vice Chair. 

Duties of the First Vice Chair(person)
In the absence of the Chair(person), the First Vice Chair(person) of the Caucus shall perform all the duties of the Chair(person), and when so acting shall have all the powers of, and be subject to all the restrictions on the Chair(person). The First Vice Chair(person) shall have other powers and perform other such duties as may be prescribed by the Bylaws of the Democratic Party of Hawai‘i, the laws of the State of Hawai‘i, by these Bylaws or which may be prescribed, from time to time, by the Steering Committee or membership. 

Requirements to apply for any of these four (4) positions:

Be a Member of the Democrat Party of Hawai’i: 
Member of the LGBT Caucus: (reminder that just because you are receiving this email does not mean that you are an enrolled member of the Caucus); 
Registered voter in the state of Hawai’i ( Individuals that are not registered to vote in the state of Hawai’i can be appointed but according the Bylaws of the Democratic Party of Hawai’i will become a non-voting member of the Steering Committee. )

The application process is as follows:
ALL applications are due by 11:59 pm HST on May 16, 2021.

All completed applications will then be reviewed by the entire Steering Committee and they will vote on these appointments.

2021 Legislative Conference Portion

May Caucus Meeting Info

Reminder for the May meeting, where we will be voting on the name change for the Caucus as well as the By-Law changes, registration will be required and to be eligible to vote one needs to be: 

  1. A registered voter in the state of Hawai‘i
  2. An enrolled member of the Democratic Party of Hawai‘i, AND 
  3. member of the LGBT Caucus

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 163SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
