Caucus Name Change Survey


Happy Aloha Friday, we had a busy week at the legislature please refer to the LGBT Caucus Bill Tracking Report for a complete update onwhere the bills and resolutions that we are tracking stand.

Last month we saw the Equality Act pass the US House and this week we saw it get its HISTORIC hearing in the Senate’s Judiciary Committee – click here to watch the hearing. Unfortunately it will have an uphill battle in the US Senate but it will get a VOTE unlike when the House passed it the last time. The Equality Act is not alone in this aspect like:

  • Re-authorization of the Violence Against Women Act – 172 GOP Reps voted AGAINST it this week, the day after the white domestic terrorist killed 8 women, 6 of which were asian in Atlanta, GA;
  • Protecting the Right to Organize Act (PRO Act) where 206 GOP Reps voted against it this week as well Click here for DPH’s Lunch & Learn Session on the PRO Act; and
  • American Dream and Promise Actwe saw 197 GOP Reps vote against it this week.

Lucky we live Hawai’i especially since Hawaii’s ENTIRE Congressional Delegation supports these Acts and other legislatios that will help move our country forward. But like with the General 2020 Election and Special Election in Georgia we are going to be helping our LGBTQIA+ ‘ohana and fellow Democrats on the continent to help ensure they all pass the US Senate and get to President Biden’s desk! Be on the look out for emails from us on phone/text banking opportunities in the upcoming weeks/months! Testimony NEEDED for these Bills/Resos

HB 1286 – OPPOSE Exempts any person from the post-arrival mandatory selfquarantine if the person receives a negative test result prior to arrival. Allows the governor to establish statewide conditions for exemption. Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine. Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person’s mandatory self-quarantine. Prohibits the suspension of this Act except by legislative approval via a concurrent resolution.
The LGBT Caucus opposes this bill as it takes away the county’s right to home rule.

SCR 164/SR129 – SUPPORT URGING THE UNITED STATES CONGRESS AND PRESIDENT JOSEPH R. BIDEN TO ENACT THE PROTECTING THE RIGHT TO ORGANIZE ACT.

HCR 162 – SUPPORT REQUESTING THE DEPARTMENT OF HEALTH, VIA THE BEHAVIORAL RISK FACTOR SURVEILLANCE SYSTEM, AND THE DEPARTMENT OF EDUCATION, VIA THE YOUTH RISK BEHAVIOR SURVEILLANCE SYSTEM, TO COLLECT INFORMATION ON THE SEX, SEXUAL ORIENTATION, AND GENDER IDENTITY AND GENDER EXPRESSION OF RESPONDENTS.

SB 939 – SUPPORT Establishes June 19 of each year as Juneteenth Day.

SCR 27 – SUPPORT REQUESTING THE DEPARTMENT OF HUMAN SERVICES, IN COORDINATION WITH THE DEPARTMENT OF HEALTH, TO COLLECT DATA ON LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER OR QUESTIONING, PANSEXUAL, ASEXUAL, GENDER NON-CONFORMING, AND INTERSEX YOUTHWHO ARE UNDER THE SUPERVISION OF THE COURTS AND THE HAWAII YOUTH CORRECTIONAL FACILITY.

SCR 218/SR 178 – SUPPORT URGING THE GOVERNOR’S COORDINATOR ON HOMELESSNESS TO INCLUDE A REPRESENTATIVE FROM A LGBTQ+FOCUSED NONPROFIT ORGANIZATION IN THE MEMBERSHIP OF THE HAWAII INTERAGENCY COUNCIL ON HOMELESSNESS TO ADDRESS THE SPECIFIC NEEDS OF LGBTQ+ YOUTH ACROSS THE STATE.

SCR 161 – SUPPORT SUPPORTING AND URGING THE INCLUSION OF GENDER TRANSITION TREATMENTS AND SERVICES AS MEDICALLY NECESSARY FOR THE PURPOSES OF HEALTH CARE INSURANCE COVERAGE.
We will be requesting the insertion of the “sunrise audit” required by State law to achieve the goal of this resolution.

Caucus Name Change Survey

With the 2020 elections behind us we are going to take back up the name change project for the LGBT Caucus. Like we have discussed at the meetings the purpose for the name change to be more inclusive of our very diverse community.

To help with this process we have created a survey for everyone that is interested in having a say in this process to fill out. Click here to fill out the survey.

The results will be shown again at the March 20th meeting with the goal of having a vote on the name change by the April 2021 meeting is not sooner.

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 163SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
