URGENT: Testimony needed in STRONG Support for HB 580, SB 538, SB 768 & HB 671

I have great news for the first time in the history of the LGBT Caucus of the DPH there was not ONE bill submitted to attack Hawaii’s LGBTQIA community.

I wish the news across the country and the globe was this great for our community.
This week we saw two attacks from the federal government and one from Japan:

  • SCOTUS allowed 45’s Transgender ban for those serving in the military.
  • Health and Human Services allows adoption agencies in South Carolina to block LGBTQIA and Jews from adopting.
  • Japan’s Supreme Court upheld a law requiring members of the transgender community to be sterilized to change their gender.

We will fight back and we start here at home and to that end we have our first hearing NOTICES for the 2019 Legislative Session for HB 580, SB 538, SB 768 & HB 671. The first three bills are a result of the taskforce that was formed when we banned conversion therapy Act 13, 2018.

We need testimony needed in STRONG support for the following bills:
HB 580 –
RELATING TO MENTAL HEALTH
Authorizes mental health professionals under the supervision of a licensed mental health professional to provide mental health treatment or counseling services to minors.
DEADLINE to submit: Monday, January 28 @ 9:15 am

SB 538 –
RELATING TO MENTAL HEALTH (Companion to HB 580 so you can use the same testimony for this bill)
Authorizes mental health professionals under the supervision of a licensed mental health professional to provide mental health treatment or counseling services to minors.
DEADLINE to submit: Wednesday, January 30 @ 9:30 am

SB 768 –
RELATING TO ADOLESCENT MENTAL HEALTH SERVICES
Prohibits health plans and providers from disclosing to a policyholder or other covered person any payment or billing information for a minor’s mental health services if the minor received the services without the consent or participation of the minor’s parent or legal guardian.  Specifies that the minor and the minor’s parent or legal guardian are not responsible for out-of-pocket payments for minor-initiated mental health treatment or counseling services.
DEADLINE to submit: Wednesday, January 30 @ 9:30 am

HB 671 –
RELATING TO VETERANS SERVICES
Provides that a surviving unmarried same-sex partner of a deceased veteran may be interred at any state veterans cemetery if the surviving partner provides evidence that the couple would have married but for a state law prohibiting same-sex marriage.
DEADLINE to submit: Tuesday, January 29 @ 10:30 am

As the LGBT Caucus has shown since 2013 (i.e. passing the transgender birth certificate law, banning conversion therapy & our 2019 Legislative Bills we will be supporting.) we all still so have so much more left to do to ensure justice and equality is a reality for everyone. LGBT Caucus Priorities for 2019 Legislative Session

  • Eliminating ‘gay-panic’ & ‘transgender-panic’ as an affirmative defense
  • Expanding or eliminating gender markers for State IDs & Licenses and on birth certificates
  • Protections for LGBTQIA seniors in elder care
  • Requiring the State to fund a Homeless Youth Shelter
