Updating Our Mission Statement

We have great news HB 1107 HD1 SD1 (cyber bullying) & HB 576 HD3 (abortion access) both passed the Senate today! HB 1107 was amended in the Senate so now we hope that the House will to agree with their technical amends before it is sent to the Governor, but for HB 576 it was passed unamended by the Senate so that goes directly to Governor for his consideration.

Please do not just rely on the LGBT Caucus for submitting testimony for the bills and resolutions that we are supporting (or opposing). If you need a refresher there is the “How To Submit Testimony” training at the end of this email. These are listed in order of hearings.

HCR162 HD1/HR 138 – SUPPORT REQUESTING THE DEPARTMENT OF HUMAN SERVICES; DEPARTMENT OF HEALTH, VIA THE BEHAVIORAL RISK FACTOR SURVEILLANCE SYSTEM; AND DEPARTMENT OF EDUCATION, VIA THE YOUTH RISK BEHAVIOR SURVEILLANCE SYSTEM, TO COLLECT INFORMATION ON THE SEX, SEXUAL ORIENTATION, AND GENDER IDENTITY AND GENDER EXPRESSION OF RESPONDENTS, INCLUDING RESPONDENTS WHO ARE UNDER THE SUPERVISION OF THE COURTS AND THE HAWAII YOUTH CORRECTIONAL FACILITY.

* NEW SB939 HD1 – SUPPORT Establishes June 19 of each year as Juneteenth.

HB 1096 HD2 SD1 – SUPPORT Requires the department of health to convene a task force to recommend amendments to the Hawaii Revised Statutes to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights.

* NEW HB 282 HD1 SD1 – LGBT Caucus Priority Bill SUPPORT Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services.
The LGBT Caucus will be requesting 3 amendments: remove the 5 limit cap for clients and automatic repeal as well as request a reporting requirement from DHS.

Updating Our Mission Statement

We are in the process of changing the Caucus’s name to be more inclusive and to complete this process we will need to edit our By-Laws so we are using this opportunity to update Article Two – Statement of Purpose. Click here to review the suggested amendments.  Please email me any other changes that you would like to see for Article Two by Wednesday, March 31, 2021 at 5:30 PM.

At our April 17th meeting the suggested changes will be officially presented and we will discuss them. The Final vote for the Name Change and the By-Laws Change will take place at our May 15th meeting.

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 163SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
