This was a very busy week at the State Legislature, please check out the LGBT Caucus Bill Tracking Report for a complete update. We have hit Second Lateral and I have updated the report to reflect those changes.

HCR 12 HD1/HR 13 – SUPPORT CONVENING A TASK FORCE TO ADDRESS IMPLEMENTATION OF HAWAII’S STATE LAW COROLLARY TO TITLE IX TO STRENGTHEN HAWAII’S EFFORTS TO END CAMPUS-BASED SEXUAL VIOLENCE AND GENDER DISCRIMINATION.

HCR 58 HD1/HR 47 – SUPPORT URGING THE UNITED STATES CONGRESS AND PRESIDENT OF THE UNITED STATES TO ENACT THE PROTECTING THE RIGHT TO ORGANIZE (PRO) ACT OF 2021 AS EXPEDITIOUSLY AS POSSIBLE.

HCR162 HD1/HR 138 – SUPPORT REQUESTING THE DEPARTMENT OF HUMAN SERVICES; DEPARTMENT OF HEALTH, VIA THE BEHAVIORAL RISK FACTOR SURVEILLANCE SYSTEM; AND DEPARTMENT OF EDUCATION, VIA THE YOUTH RISK BEHAVIOR SURVEILLANCE SYSTEM, TO COLLECT INFORMATION ON THE SEX, SEXUAL ORIENTATION, AND GENDER IDENTITY AND GENDER EXPRESSION OF RESPONDENTS, INCLUDING RESPONDENTS WHO ARE UNDER THE SUPERVISION OF THE COURTS AND THE HAWAII YOUTH CORRECTIONAL FACILITY.

HB1096 HD2 SD1 – SUPPORT Requires the department of health to convene a task force to recommend amendments to the Hawaii Revised Statutes to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights.

Updating Our Mission Statement

We are in the process of changing the Caucus’s name to be more inclusive and to complete this process we will need to edit our By-Laws so we are using this opportunity to update Article Two – Statement of Purpose. Click here to review the suggested amendments that we have received to date.  Please email me any other changes that you would like to see for Article Two.

At our April 17th meeting the suggested changes will be officially presented and we will discuss them. The Final vote for the Name Change and the By-Laws Change will take place at our May 15th meeting.

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 163SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
