2021 Legislature Bills; Caucus Name Change Survey; & Training to Submit Testimony

It has been a busy week for the Biden-Harris Administration, it has been one week since President Biden and Vice President Harris were sworn into office! Over the past 7 days President Biden has signed a lot of Executive Orders to begin to undo he damage cause by you know who and his cabinet nominees have been getting hearings including Mayor Pete who passed his committee today! 

Today was also the deadline for bill submission for Hawaii’s 2021 Legislative Session and I have great news, again! We have reviewed all 2,820 bills and for the 4th consecutive legislature session there were NO anti-LGBTQIA+ BILLS introduced. I bring this up because as we have been seeing on the continent a series of bills attacking our community. 

2021 Legislative Bills

Here is the link to the report of the bills that have been flagged for support or monitoring (PDF format) along with the LGBT Caucus Priorities. We recommend book marking this link as it will be updated throughout the session. Requests for testimony will be sent out to you when LGBT Caucus priority bills receive a hearing along with any other LGBTQIA+ focused bills or bills from any of the coalitions we belong to.

You can click here to review the 2,820 bills and if you come across a bill that you would like the LGBT Caucus to support or oppose please send us an email. There is only one request that if you send a bill for the LGBT Caucus to support or oppose that you pledge to submit individual testimony at the very least. 

Caucus Name Change Survey

With the 2020 elections behind us we are going to take back up the name change project for the LGBT Caucus. Like we have discussed at the meetings the purpose for the name change to be more inclusive of our very diverse community.

To help with this process we have created a survey for everyone that is interested in having a say in this process to fill out. Click here to fill out the survey.

The results to the survey and process will be discussed at the February 20th meeting with the goal of having a vote on the name change by the April 2021 meeting is not sooner.

LGBT Caucus 2021 Legislative Priorities

  • Getting the State to fund/secure Homeless Youth Shelters across the State (homeless unaccompanied minors) HB 282
  • Expanding gender markers on birth certificates: SB 281 & HB 1231
  • Removal of statute of limitations for survivors of sexual abuse as children SB 833 & HB 570 – Criminal Charges SB 381
  • Allowing minors to access health care for HIV & PrEP without parental consent SB 25 & 
    HB 478

No bills were introduced for these 2 priorities due to the historic economic depression that the State is facing due to the COVID pandemic.

  • Health centers for the neighbor islands that include mental health services with access for LGBTQIA+ (youth & adult)
  • Establish the Hawaii State Commission on the Status of the LGBTQ+ Community
